    My brother is looking at purchasing a house which has the foundations and floor for a garage already in place, internal area of garage will be approximately 36m2 once completed.
    All located on a 0.25arce site with the garage located at the rear of the property.
    No planning application was made to bring the garage to this stage of construction, to complete the construction is retention required or can an initial application be made at this stage?
