I'm updating my hard drive to an SSD drive and was hoping that while cloning the hard drive I could re-install Windows 7 from Windows 8? Is this install Windows 7 and then clone the hard drive with the rest of my data?

A clone of a harddrive is an exact copy of what is currently on it....

What you are talking about is a downgrade of windows 8 to windows 7, you need to be on Windows 8 pro to do this for free or have a full licence for windows 7 to downgrade from Windows 8 Home.

Just do a fresh install of Windows 7 on the SSD. It is a very quick to install Windows 7 on a SSD, light years faster than a regular hard drive.

It is also easier if you unplug all hard drives bar the SSD when installing a fresh copy of windows.
