The contact details and procedures for appeals should be on the paperwork included with the ticket itself. If the appeals mechanism isn't mentioned on the ticket then make contact with the issuing body (Either a council, garda or a private company issuing on behalf of.) and ask them re same.

I don't know of any private companies that are issuing tickets.

In fact, I don't think there is any lawful authority for a private company to levy fines against citizens.

OP, as above, the appeals procedure ought to be contained with the ticket.

DLRCoCo have their parking enforcement services privately contracted out, up to and including the appeals process. Dublin City clamping are contracted out to a third party; I am sure many other towns and cities have a similar arrangement with external companies.

The councils can outsource to provate companies; eg DLRCOCO outsources to DLR Parking Services. DCC outsources to DSPS which is owned by private investors via Isle of MAn companies. US giant APCOA provides similar services to other councils. The operate under a delegated authoity which I trust is confirmed via council bye laws.
