It won't have any effect. The matriculation requirements for this years courses has been set. The HL thing is still only being discussed.

No, it's only a suggestion, which wasn't greeted by great enthusiasm! If something like this was to come in, it would take at least a few years to sort things out and get it up and running. You have nothing to worry about!
