When the original photographer dies in the plane explosion, would the Palmers not be notified by the FAA? Or you'd think that a lowly aid would have an eye on LAX arrivals on the teletext to arrange a lift for him..

Yes, undoubtedly. But maybe Gaines had someone undercover there too. Moles are quite common in the 24 universe :P

If I recall correctly Gaines made sure he wasn't listed on the passenger manifest.
