Passport renewal question Re Birth Cert...?

    Apologies if this is the wrong forum, please feel free to move to the correct forum but just a quick question.
    My son has just discovered his passport is due for renewal and needs it done fairly quickly, he can't find his long form birth cert, but does he actually need it...?

    The form just says to ensure he's enclosed his birth certificate "if applicable" but I can't find anything on there that says when it's applicable.
    I searched online and found one item on the citizens advice page that said to enclose your birth cert and another that says you no longer need it...?
