Issue with Air entering between Window and Rubber Seal

Hi , Having issues with Alu Clad Double Glazed windows at the moment. Air is coming between the Rubber Seal that separates the Glass from the Timber . When there is a slight breeze outside you can hear whistling through out the house as the air is getting in. Anyone experience this issue before , some Window person told me…

Anyone experience this issue before , some Window person told me that it may be due to the fact that there is no vents in the room except on the Window itself and this is causing the Air to come in ???
