Banks like to be open as little as possible so I would assume no.

It is s disgrace that the banks and the pubs are closed tomorrow because I am a humanist and I want a pint!

Actually, it is not a church holiday or a holy day of obligation. Although it is a day of fast and abstinence.

It's not a bank holiday, but they are closed.
It's a church holiday, but they are open.
It's not a public holiday, and the public house is closed.
    How does that work again?
