Focusing on the RTE programme: I think it's absolutely brilliant. This is the sort of programming that RTE should replicate elsewhere: piggy-backing on some established event, allowing them to make cheap but worthy content. How many festivals are the in Ireland every year? This gives an indication. From comedy, to film, to food, there are numerous indigenous events that RTE could use as a focus for a cheap-to-make programming.
