JSA and in hospital - payments?

Hi, I hope someone can help me. My neighbour, aged 60ish, has worked all his life but through lack of work in his trade has been on JSA for some years and receives €208 per week including fuel allowance. Recently he had an accident and has been in hospital since and probably will be for some weeks. As he was unable to sign on / collect his payments he asked me to act on his behalf and contact local SW to explain his situation and see if I could collect his payments or could they be held for him or should he change to Illness Benefit etc. I did this and his details were taken and I was told he'd receive a letter to my address detailing their decision.

Last Friday he received a cheque for just €65 for period 4 to 16 April which is listed as being Basic Supplementary Welfare Allowance. I tried phoning local SW this morning but was told he'd have to contact Social Welfare Appeals to appeal this decision. I'm totally ignorant about how all this works. Can anyone shed some light on whether or not he will receive back payment or if he's expected to survive on €32.50 per week.

Hope someone can help before I go visit him later!
