eBay import charges

On eBay when they list import charges do you have to pay them at checkout or can you decline and just pay any taxes or charges on delivery?

I was watching a watch which cost $67 with $17 shipping. It also had import charges of $21 dollars. That seems about right as only vat would be due on it. But it removes any chances of it slipping through the net.

You don't pay import vat to Ebay or Ebay sellers with the online checkout. Normally the revenue will contact you prior to delivery with the amount owned or requesting an invoice for the goods and then payment is due on delivery at the door.

Isn't that the point of Ebay's Global Shipping Program ? You pre-pay shipping/vat/duty etc charges upfront.

I actually forgot about the ebay US GSP. I though it was regarding the listing tax options business seller have to charge national sales tax or vat. But the reviews on the program seem to have more cons than pros. Personally I'd take my chances the good old fashion way as a few packages seem to bypass customs fees and get delivered.

Agreed, if it's shipped via USPS then there's always the chance it will slip through.

If it's shipped via the likes of DHL, UPS or TNT etc then it will definitely get cleared through customs with the usual charges.

But do you have to pay it on eBay when you get to checkout or can you decline.

I've read that on other sites where it's paid but you still get charged on delivery.

It's Pitney Bowes in the USA who handle this I believe. I have read that on rare occasions there have been attempts by the delivering agent to collect the charges again, Pitney Bowes have either refunded or instructed the delivery company that the charges have been paid.
