How long of a wait for a council house?

Just asking for a friend- can anyone tell me what the average wait for a council house from the time of going on the housing list is at the moment? Just asking for a friend- can anyone tell me what the average wait for a council house from the time of going on the housing list is at the moment? It's for a single mother of 1 who at the moment only has a 6x8ft room for herself and her child (the room size qualifies her as 'overcrowded'). She works but is under the earning threshold and can't afford to move from her current situation. Also, does the old trick of turning up at the council office daily pestering them for updates etc still work to get them to house you quicker or is that just an old wives tale that people used to tell? Thanks
