A good place to start would be to contact the relevant registrar for births, marriages and deaths in your country. Ask them what needs to be done in order to get a copy of the birth cert.

thanks but i already have a certified copy of my birth cert , the problem is on the guidelines for applying an Irish Passport its clearly stated they do not accept certified copied or laminated documents to prevent fraud ... So im kinda screwed or am i ?

Do the Registrars not give out new replacement originals?

What I suggested is to take up an official copy birth certificate from the relevant authority in your home country.
