Plumbing and heating new regulations

I am looking at starting a new build in the future.
I was planning of going down the old route of oil rads and solar panels
    on the plumbing and heating.

However I was informed this may be no longer suitable under the new regulations. I assume it has got to do with the BER assessment that is
    submitted with the commencement notice.

I was told I would be looking at Geothermal, Underfloor heating or
Heat recovery.I know these options are costly and would have a big
    impact on the overall cost.

    Is this the case ?

You MUST get a provisional DEAP (BER) assessment carried out on your plans and specifications before you start, in order to know for certain what you have to do to comply with minimum regulations.

The 2011 regs are quite onerous, but you still can comply with oil and solar (and probably a dedicated wood stove). It is however impossible to tell without doing a provisional assessment.

As above, but saying radiators are out is plain absurd. Someone needs to 'do the math' as they say, first.

“And my existence, while grotesque and incomprehensible to you, generates funds to the exchequer. You don't want to acknowledge that as truth because, deep down in places you don't talk about at the Green Party, you want me on that road, you need me on that road. We use words like freedom, enjoyment, sport and community. We use these words as the backbone of a life spent instilling those values in our families and loved ones. You use them as a punch line. I have neither the time nor the inclination to explain myself to a man who rises and sleeps under the tax revenue and the very freedom to spend it that I provide, and then questions the manner in which I provide it. I would rather you just said "thank you" and went on your way. Otherwise I suggest you pick up a bus pass and get the ********* ********* off the road”
