improving a mobile phone photo

Someone sent me a photo of two people taken on a mobile phone 192x256 pixels 96dpi.It is about 2 and half ins by 3 and half ins

Somoene else got same pic and got it cropped to show one and blown up to 8x10 ins and it was not bad. But when i try to make a 6x4ins of it with photoshop using resolution 300m ppi is very blurred, almost pixelated.

My question is can a photography shop improve the original and increase size? And should I be able to? I would rather do it myself if possible because it is of a great personal value.

Is there a technique where they can take a photo of the original at a higher resolution and work from that?

I am far from being an expert with photoshop. Is ppi the same as dpi?

Depending on the phone used the original resolution is more than likely bigger than what you have.
Email settings for the phone have possibly reduced the size. Ask the person that has the original to either check their settings and resend it or to download it from their phone to a computer and upload or send it from there.

It is possible to increase the size of your photo BTW using interpolation but you're starting from a very small size with very little info 'built in' so the results are never going to be great.

Try getting your hands on the original is what I'd advise..
