    any1 know what does applied on an administrative basis mean? as in a future law is being applied on an administrative basis?

    Depending on context, it means something like this: "A law requiring us to do X is due to come into force from 1 July 2014. But, in fact, we've already started to do X. Current law doesn't require us to do X, but it does allow us to do X, so we have decided to start doing X now rather than waiting until we have to on 1 July next."
