Overflowing toilet

Our upstairs toilet overflowed last week when I flushed it. The water kept rising until it spilled out over the bown and continued to do so until I managed to unscrew the pushbuttons and take the lid off the cistern and pull a little lever to stop it. My landlord got a plumber around and he said it was blocked with toilet paper so I have to pay for it. Would it overflow like that if it was blocked or should it stop when a set amount of water comes out?

Having a blocked toilet has nothing to do with the cistern overflowing

Would you have any references to this that I could get online as they are saying their plumber said it was because of loo roll. I was standing in 1/2 an inch of water before I managed to get it to stop. Should it stop at the set amount of water regardless of being blocked?

Dont really know anything bout plumbing but it sounds like a ball cock in the cistern fault to me. My friends toilet was blocked and it only overflowed until the normal flush stopped. Ur situation sounds a bit funny. Would ur landlord try to catch u cause dats wat it sounds like to me

It sounds like he dosent want to pay the bill. He seemed decent enough before this though, threw us up a load of logs the week before. He got them free though but still was good of him.

Even if the cistern was running constantly the toilet would not overflow unless there was a blockage.

Having said that, if all you were putting down there was toilet paper and not doing anything dumb like throwing nappies in, I don't see how you could be held responsible for it.

    Don't pay the bill.

I get your point about the toilet not overflowing unless it was blocked but would a blockage cause the cistern to flow constantly?

    two seperate problems entirely.

The toilet must have been blocked otherwise it wouldn't have overflowed onto the floor.
maybe it was blocked with paper, but unless you where standing over the plumber, who knows?
the cistern overflowing was probably a quick fix whereas unblocking the bowl not so much

    ...

    Simple answer.. no.

If the water is constantly flowing from the cistern into the toilet bowl then either your flush mechanism is faulty or the filling valve is faulty.
Both are usually for the L.L. to repair.
Neither issues are as a result of the bowl being blocked.

Could a faulty flush mechanism cause a blockage over time or is it something that would be working one minute and break the next?

The only thing that comes from the cistern is water. Water will not cause a block in the toilet bowl. 9/10 times, if it's not bad waste pipework, it's the users fault for blocking the bowl. The cistern overfilling at the same time the toilets blocked is just bad luck

Imagine if your kitchen sink blocked, and coincidentally, your kitchen tap would not turn off. One could not influence the other.
