External wiring fault

    Hi guys, 

    I'm just about to purchase a property and noticed that the electricity wiring running between the property and an adjacent house has become dislodged from beneath the eaves. I attach a photo for ease of reference. 

    Is it Electric cabling and if so, is it a big job to have it reconnected?
