I hope someone can give me some advice,

My situation:

Public service since 2009 full time (off scale),
2009-2011 fixed term contract 3 years.
2011-present fixed purpose contact 2 years so far, No break in service (also off scale).

I assume I am entitled to a CID?

There are offering me an additional 3 year contract on a completly new salary scale (identical job),
1st point on the scale which I am fine with however they want me to go on to a scale created on the 1st July 2013. which is less than the pre 2010 scale.

Should I be considered as a new entrant? what scale should I be on?
