Can I unlock my old vodafone router and use it as a repeater.

I have recently upgraded from a Huawei Vodafone mobile WiFi dongle model no.R205 to an Eircom F1000 modem.

My question is can I unlock and use this old dongle as a repeater without a Sim card? I find that while I have an excellent connection (51Mbps), the Eircom modem/router has an awful signal up stairs in my house.
