    extensive doubling, some LP filtering thats creating some obvious fx in some places and subtle movement (from lfo i would imagine) in others. also there's a 1/2 note delay into a big reverb with some predelay.

    It's a chorus effect, heavy echo, and then the top (high frequencies) removed.

    I'd say the original sample started out very degraded. That it came from another record. After removing the bass and the kick from the lower end, and then anything like hi-hats, you're left with what you're left with. Apply some chorus and echo to smooth it out, and you have a vocal....that sounds like that.
