Toyota Carina NCT Failure/Rear Brakes

    1997 Carina failed NCT on rear brake imbalance.Handbrake scraped through on 49% imbalance (Fail over 50%).The rear brakes failed with drivers side being the weakest.Its not my car so I havent the figures at the moment.Last year it failed on imbalance with the other side being weakest and new cylinders were fitted on each wheel.At that stage the right wheel had a good reading but in the retest the right wheel had deteriorated considerably and it barely passed the the test.When the work was being done a retaining pin or cap was damaged and was replaced with a thin bolt with a coil spring between the nut and brake shoe.This does not appear to effect the movement of the shoe but personally I would not be too happy with it.There is no leak in cylinders and no air in system.When the brake pedal was pressed the wheel could still be turned by hand with difficulty.I adjusted up the shoes and it improved the situation but the wheel could still be moved.It took a fair bit of pressure to move it but it could be done.Before the adjustment the handbrake would not hold car on steep hill but now it will but Im still not happy with it.Any help would be appreciated.

    Fix the side you can turn by hand properly. I can never understand how people don't fix the most important safety devices on their vehicle, if they can't afford to fix the brakes they can't afford to drive.
