Community text alert phone - Any way to manage it through the internet / an app

    Hi, if anyone could provide a solution for this problem it would be greatly apprecited.

    Our community alert area has a text alert phone to which anyone in the community can text, and if the person who is in charge of the phone at that time thinks its relevant to send out to everyone, they can forward it on to all the other numbers in the phone. The problem is that currently its a cheap nokia phone and you can only send the message to 20 people at a time (over 150 in the phone so it takes 20-30 minutes to get all the texts sent), and now nobody wants ownership of the phone as its nearly like minding a child, having to take it everywhere with them, and if a message comes in they have to take 30 mins out of their day to forward it on.

    Is there any services or apps for phones that can receive the message, send it to a select number of people, and if they see that the message is relevant they can reply to that phone which would then automatically send out the message to the entire group, but not send it out up to 5 times if each person replies to it, meaning that nobody would have to have the phone on them.

    If anyone could help it would be greatly appreciated!
