    We are non- national married couples living in Ireland with kids.

    One of our friend was telling that in Ireland unless there is a registered will, the spouse won't have any right to any money/assets owned by other spouse if he/she dies.
    The 'State' owns it..

    is it right?

    Your friend is talking rubbish. The State only gets an estate if there are no persons alive related to the person.
