can BOI refuse to cancel a direct debit

I sent a registered letter to the bank of ireland, to cancel mortgage direct debits. I have changed bank accounts (ulster bank) and set up standing orders to pay the (BOI) mortgages.

a week after the letter (and a follow up conversation with a bank official) the bank has debited my account again, sending me into unauthorised overdraft.

Surely this is illegal....what should my next step be?
