So my car failed this morning due to my dipp beam not working. Dash light comes on but bulb doesn't. I have to have a re-test at €28 . Surely this should be a visual inspection? Everything else passed. Why would it need to go up on a ramp for this?

They want to recheck the alignment also hence it is not a visual check. Anyway you should have checked the bulbs before bringing the car to the NCT! Having a blown bulb in the NCT is ridiculous as it's a quick visual check beforehand.

If it was any other bulb gone it would be a visual, but bacause it was your dipped head light bulb thats gone they couldnt do the alighnment test.

If any part of the retest requires the use of any of the equipment then you have to pay the fee. Its only free if they can check it in the car park.

It's complicated, the bulb isn't blown, it's some kind of wiring problem they told me

Check for a melted connector if you're sure the bulb isn't blown. How can the nct guys know its a wiring problem?

No idea! Thing is, I only had it fully serviced two weeks ago  I though it might be the fuses located in the dashboard so went to have a look. In the manual it says 'remove the protective trim'. It won't come off! There are no screws holding it on and I've applied force to it but it won't budge! Had a big burly guy take a look and he can't budge it either!

Anyone own a Fiat Idea and knows how to remove this panel?

If it is a wiring or connector issue why are you looking for the fuse. The first thing to do is replace the bulb. I see no way that the NCT crew can tell you it's a wiring issue unless it is quite visible. If you can see damaged wires or connectors you need to fix that
