VW Caddy, Cold Starting Problems

    I have an 04 VW caddy, 1.9 TDI.
    Only happens on cold mornings, On first turn of the key the glow plug light on the dash will go on and off a few times, before going out.

    You can hear switching somewhere when this is going on. It will then fire after a bit of turning over when I turn the key to the start position.

    The first KM or so the engine stalls for a split second and the glow plug light appears on the dash again.

    Any ideas? NOTE: new set of glow plugs replaced and all relays tested and are ok.???
