Doesn't really matter how much they offer , if people don't park illegally they can't be caught .

Lots of jobs offer bonuses to get numbers up. They can't manufacture law breaking but they can incentivise the workforce to get around more and catch more that are.

without bonuses or commission you can end up with lots of people doing just enough to get by.

If someone parks without paying a ticket in a clearly marked area then they should be Clamped and forced to pay the full penalty.

I have a problem with grey areas. Circumstances where someone is a foot is an unmarked zone. Or someone is 10 minutes or so beyond their time after paying, say, for the first 2 hours of a parking session. Often these things are hard to judge and a person in a car park where you pay on return would not risk incurring a declamping fee in such a case. These grey area cases should not be clamped but might be subject to a lower fine of ,say, €20 just to remind them that they be more careful in future.

It is too harsh to escalate immediately into clamping and full €120 fine in such cases.

This is what pisses people off and makes clampers a hated species of sub human scum in many peoples eyes.

Don't agree with the clamping targets, it will only cause clampers to go after people who are minute late, a foot over or maybe their ticket is at the wrong angle.
I do agree with clamping to an extend, because too many people have no regard for others and they think it is their right to abandon their cars any which way they like. It could be argued that a good, hefty ticket could achieve the same thing though.
I think clamping is the perfect tool for arsehole parking on private property, because a ticket is unenforceable in that situation and a lot of people know that and deliberately take the piss.

But it always, always boils down to the same thing: park within the rules and you won't get clamped. No need for bolt cutters.
