I was reading about the election rules and came across this...

    Local election posters and signs
The law in Ireland forbids the putting up of posters/signs on poles or other structures in public places unless you have the written permission of the owner of the pole or other structure in advance of putting up the posters/signs.

Does it mean that only council approved candidates (eg the people already in power) are allowed to put up election posters? Or are independents allowed to put up posters too, or does the council not give them permission to keep the balance of power in their favour?
