Would some kind person in this forum please answer a question for me or direct me to where I could obtain information...

A relative of mine is living in a Council house with a prefab attached. This prefab contains the kitchen and bathroom. It is an old house and instead of building an extension, the Council dropped a premade prefab over the house and attached it to the back of the house several years ago. It is still in good condition.

My question is, is it legal for council tenants to live in a house that is half prefab?
