driveway and turning car in private dwelling

    Hi
    have been looking for a definitive answer in relation to provisions for driveway and turning a car on the property. it is an old tumbledown property in a small town with an existing driveway of apx 9 feet wide at a right angle to the public road, i may be able to widen the driveway width to 10 feet. the property i plan to build after knocking the existing structure will be set back from the road and i will not be able to turn my car at the front because of other houses almost attached to where i will build, nor will i have space to go around the back of the property and turn because i will be using the full width of the narrow site. therefore i will either have to back up my driveway from the main road or back down it onto the main road. will this be a problem for planning?
    i have also read somewhere that private dwellings must provide parking space for at least 2 cars, is this the case? at the end of the driveway the space opens out so i could get two cars in directly on front of house, but neither could turn, one would possible block the other and in any case both would have to reverse down driveway. will this be a planning issue?
    any advice would be helpful, am finding the planning guides vague or not relevant to the specifics of my situation
