notice to quit and demand for repossession

My dad rents a council house. He received a "notice to quit and demand for repossession" letter this morning due to outstanding arrears of nearly €1000. There was 2 letters, one addressed to him and another addressed to my mother (they're separated), who moved out of the house over 3 years ago. I remember my dad having an awful time trying to prove she didn't reside there so she would be taken off the rent, and as far as I know they took her off of it eventually. So why was a letter addressed to her too if they know she doesn't live here? Have they been charging him rent for her too? If that's the case maybe they would remove her rent from the arrears so we can try to pay it back? Will they even let him pay the arrears and continue to live there? I'm at a loss, I don't know what to do, he's in bad health and money is tight. Is there anyone we can talk to about this?

What other documents does your father have RE: the rent agreement with the council/corporation.

So you nor he are sure about whether they took her off the tenacy or not. Surely you or your dad know wether his rent went down or not? if they had taken her off the tenancy it would have gone down,
You will have to ring whoever sent the letter immediately and find out. They will be able to tell you how this can be resolved. Its not too late but you will have to act fast. There is a phone number to ring. Ring it.

Me. Just spoke to him, her name us still down on it cos they wouldn't take it off as they were in arrears. He's been living there 26 years and had bad memory so he hasn't a notion about a agreement. The statement that they sent today showed a weekly DD that wasnt going out and a few erratic payments of 60-100 euro every few weeks. Now, my dad was under the impression they were taking the rent by DD every week, and he made some payments when he could to pay off the arrears. The bank told him there hasn't been any payments by DD to the council in 2013/14 at all (that's as far as he checked). And before you ask why my dad didn't notice the DD wasn't going out, his memory, and health, are very bad
