Can anyone explain to me how they work and the best and most efficient way to use them?

They are filled with bricks or similar that you heat up over night on cheaper rate electricity and release it during the following day. If you thought it was going to be warm next day, you wouldn't heat the night before, but if you get that wrong you will be left in the cold as they take a long time to heat up. Conversely if you heat them and the following day is warm, then you have wasted the heat and may even have to open a window to let out some heat. Some of the more modern one give a little better control, but its basically like I said above.

So with the house being cold (no south facing windows) and the weather being pretty chilly is it best to just leave them on everyday?

Yes. I thought my previous post suggested -under those circumstances of your last post- that to be case.
