Front room window leaking

See attached picture. Only in heavy rain it happens and the drips were coming from below the plasterboard at the top of the frame. I cut out a small piece so I could see better. Is this most like the silicone breaking down?

is there a vent on the window frame on the outside which is letting in water?

Nope, no vent. Almost sure its the silicone or maybe the render.
