Can you apply for your test before you turn 18? Because of the few weeks wait could you apply say 5 weeks in advance and schedule your test on your 18th birthday? Thanks

Yes. You can hold a learner permit at 17 for a car. And you can complete the test while still 17 provided you have completed all other requirements.
