SFP, Entitlements & requirements

    I have about 20 acres of farmland and just got my herd number sorted.
    I am somewhat new to this to apologies for the basic questions.

    Do I need to buy entitlements in order to claim SFP?
    Do I also need to buy cattle before I can claim the SFP or is it sufficient to just buy the entitlements?

    I had planned to buy some cattle in March, but for various reasons, I may not be able to buy them this year.
    I will also be travelling quite a bit with work this year and will not be around enough to keep an eye on them.

    Is it possible to "farm" without having to buy cattle/sheep, etc?
    E.g. can the land be farmed with vegetables (organic or otherwise).

    Is it beneficial to get "up & running" in 2014 before the proposed changes occur in 2015.
    I dont have any green cert.
