Where can I get my birth certificate in Dublin City?

I recently lost my passport and Garda I.D on a night out and I also cannot find my birth certificate! I need my birth certificate to change my address with my bank, open up a savings account and I also need it to apply for a new passport and Garda I.D. Where can I get one?
