    If a tree has been blown down by the recent storms and is lying on side of road can they be taken away or wat is the legal side of it

    ;) Its the responsibility of your Local Council unless on private land. They will contract a tree surgeon to remove it (who will probably arrange to flog the timber for firewood.) You could ask to get/buy the timber if its really nice and you are prepared to go to the hassle of taking it to a sawmill or cutting it up for turning.
