5 siblings left a house. In poor repair and would require a lot of work and money to make it rentable.

4 want to sell , 1 doesn't but won't invest in it either. Can the 4 "force" a sale ?

Who is the executer of the will?
    One of the siblings?

I think the executor will decide how to deal with it.
