AA are a brokers, you will need to check the policy documents to see who the actual underwriter is.

They use axa for car insurance

They use a variety of insurers. I've been insured with Zurich via AA and now currently Axa via AA. So it's best to check.

    What's the policy number format?

I couldn't say definitively but I could hazard a guess based on the format.

    X/xx/xxxxxxxx is generally AXA,
Aviva use various but MY or MR are the start of most broker policies
    Zurich generally 0xPMV

Been with axa 7 years, and their renewal premium is crazy, thats axa direct, however using the AA they found axa are 1/3 cheaper than they are directly, funny insurance system in this country

There is no conspiracy. It is quite normal for brokers to get a lower premium from an insurance companies than you getting one directly from the same insurance company. They can negotiate a discount for bulk buying of policies and introducing new business. It happens in other areas of business too.

Of course you can. Even if you had paid legally there is a 14 day cooling off period where you are entitled to a full refund.

Not a full refund. They are entitled to charge you pro-rata for the number of days cover you have enjoyed. The 14 days thing just means you can't be charged a penalty for early termination.

You may not have a contract and therefore are not covered nor liable for pro-rata payments. I've never been able to renew without providing some kind of payment details, such as card, DD, or installments.

Once you have confirmed your details and purchased your car insurance policy, you are covered to drive immediately.
    Cooling-off period
If you are unhappy with your new policy, you can cancel within 14 days by giving notice in writing and returning the certificate of insurance to us. We will work out the premium for the period we have been insuring you on a pro rata basis plus an administration charge and refund the balance providing no claims have been made on your policy. You will be charged a pro rata premium or €35 whichever is more for the period you were on risk and this will be deducted from the full premium paid to determine the refund due to you.

In the 14 day cooling off period you get a full refund.
Give them a call, they dropped my quote the other day by €215 when I told them I got a better quote elsewhere. (And I wasn't with them to start with)

Their T&Cs say otherwise (see Post 15) and I'm sure that any customer would have had to consent to this. He should expect the agreed charges to be drawn down from his account.

Agreed. You usually get a better deal when you haggle or can show cheaper quotes for similar cover. Consider the initial quote as an invitation to haggle.
