    Does anyone know what the status on this is?
    According to the President's website, it was signed in May 2013

    However, it apparently was not in force as recently as last autumn due to the docking debate...so, has it come into force yet or is it still being delayed?

    It has not had the commencement order signed yet, as you say due to the debate on docking. As I understand it, the legislation was to be slightly re-drafted to clarify the position... not entirely sure exactly what the amendments will be but I do know that the pro-docking lobby did not get their way. I'm assuming that's what's causing the delay.

    It's finally in force! Let's hope proper enforcement will apply. It will also be interesting to see how different aspects of it will be interpreted as some of the language is quite vague.

    Am i being really thick here or what. I can't see anything that specifies what it is they will be protecting. It seems rather vague.

    As in, say for instance my neighbour has a dog tethered all day everyday, does it finally mean that a dog warden has greater powers to remove the dog?

    yes, an authorised officer can take whatever steps deemed necessary
