Can I bleach over a permanent dye?

    A few months ago I decided I wanted a blue streak in my hair, I went ahead and bleached it, put the dye in, and I had a blue streak. After a while, I got tired of it, so I just put a permanent brown dye, similar to my natural hair colour in my hair. However, now, I'd like a blonde streak. Could I just bleach my hair again, would that bleach the dye out?

    If suggest removing the dye first? Color b4 will get rid of the brown dye
