I'm about to undertake a full time fas course in book keeping. Its running until mid August, but I am hoping to return to college in September. Will time spent doing this course count towards eligibility for the Back to Education Allowance?

Yes - as long as you have an underlying entitlement to a qualifying payment ie. JSA and satisfy all other requirements.

Also, I did a year of an undergraduate level 8 course and dropped out, (2008-2009). Does this effect my eligibility?

If you didn't get any certs, ie a level 8 degree, then it is fine. They won't let you get BTEA unless you are moving up in education levels. But I think that is if you have claimed it before.
