Special free roaming packages - what's the deal?

    Anyone know why the operators make you sign up to these special roaming packages, which are free anyway? Why not make them just the default for everyone?

    I was with Meteor until a while ago and they have this "free roaming in Europe" package. They drove me mad by texting me everytime I went abroad, telling me to text "EUROPE" to sign up. I was already signed up, but never mind.

    Now with Vodafone they ask me why I haven't signed up to their Passport package. It's free, so why should I have to sign up?

    Is there some downside to these packages? Or is it some form of marketing, an excuse to keep making me aware of their "special" offers?

    These "offers" mean that you agree to derograte from EU regulated rates, so you have to sign up. In any case, even if they were a good deal, no mobile phone company would give them to everyone as others will pay more without worrying about it.
