State agency wants landlord data

A member of the public does not have the authority to demand someone's contact details, although they are entitled as a tenant to this information.
If you are on a social housing list, the onus is on you to provide your landlord's name, address, phone number and in some cases their ppsn to the local authority.

If a landlord refuses to provide the data with or without request, how is it that the local authority can penalise the tenant by removing them from the social housing list?
It is not the tenant's fault that they don't have another person's details.

I think it is more to do making sure people are renting from legitimate tax registered landlords.
If the landlord has everything above board it really shouldn't be a problem.
If this affects the tenant in a negative manner then next time they rent a property they will make sure that the landlord is above board.

The long term effects of this are less unregistered (cowboy) landlords.

The issue is the tenant being penalised for failing to provide information that they are unable to obtain. Surely this is wrong?

Not penalised. If someone wants to claim a benefit they need to comply with its terms. If one landlord does not want to give out their information then the tenant will have to find a landlord who will, or else they can't obtain the benefit.

If the landlord refuses, the tenant can get the details from the PRTB. Write, explaining the situation.
