At the moment I can think of:

    1. You wait until a vacany arises in one of those areas and redeployment is advertised to members of the civil service (in your grade)

    2. You wait until a promotion competition comes up in one of those areas and you apply for it

    3. You can join the union for your grade. Usually Unions have agreements with Management where staff can advertise in the union magazine seeking to do head to head transfers to different locations/areas/departments around the country. As far as I know management are not able to stop a head to head transfer like this as it would be screwing with a union agreement.

You're correct with points 1 and 2 but slightly out with point 3.

The best and quickest way by far for you to get to Dublin is to try to get a head to head transfer with somebody looking to go to Castlebar.

However, your Department do not have to facilitate your request and might refuse to allow it for a variety of reasons (mainly trying to reduce their numbers under the Employee Control Framework).

The best way of finding someone willing to swap is to take out an ad in your Union magazine. You need to be a Union member to do this, the ad is free and takes a couple of minutes to send the e-mail. Practically all head to head swaps happen in this manner.

If you are a CPSU member email headoffice@cpsu.ie for more details and log onto www.cpsu.ie and check out their magazine Aontas, page 18 has a list of transfer requests.

If you are a PSEU member email info@pseu.ie for more details and log onto www.pseu.ie and click on 'publications' to view their latest magazine. A list of transfers is on Page 14 and 15.

When you do manage to find someone willing to swap (and you will eventually) and if your Dept is willing to facilitate it then both you and the person swapping with you will both need to have at least a 3 on your PMDS a Annual Review and an acceptable sick leave record. Many swaps fail because both these are not up to scratch so that part of it is really up to you.

If you're serious about moving then get your ad in the relevant mag ASAP and make sure you renew it every month.

You should also apply for every redeployment job that comes around, many of them are based in Dublin and if your Dept are willing to let you go (ask your HR if they are) without a replacement then this is also a real option.

Best of luck, any queries let me know and I'll answer them.

Sent the email to aontas for the transfer. It wont be in the jan/feb edition. It will b in the March/april one which will prob be go out next may which is a bit disappointing. Was hoping to b sorted by then and in place before summer. ..

Fair play to you for your optimism but the reality is that a transfer could take a lot longer than Summer!

Does your Dept have offices in Dublin?

Are your Dept sending round all redeployment offers?

In Dublin alone and in the CO grade in last 6 weeks redeployment opportunities have come from the Office of Govt Procurement, Houses of the Oireachtas, Attorney General, St Pats College Drumcondra, Commission for Aviation Regulation and Dept of Communications, Energy and Natural Resources.

If you have offices in Dublin then contact your HR and ask to be put on any transfer list that may exist to go to Dublin and also state that you wish to be considered for any vacancies in your Dublin office(s) that may arise in the future.
