is it legal to have a peaceful protest out side an office of a government dept one had a dispute with . Provided the protest was peaceful and nothing was said except the facts to the media would it be legal.?

There are people with placards outside Leinster House protesting about some issue or another virtually every day of the week with several Gardai no more than a few metres away, there's your answer.

But don't expect to be on the front page of the newspapers the next day or on the 9 o'clock news that night just because you stand outside a Govt. department with a placard.

Yes. As long as you are not on private property and not breaching the peace or creating a public nuisance you have a constitutionally protected right to assemble and protest.
