Electrical devices on board - rule change?

Was on BA and ryanair over the weekend. On BA they were saying you could now use any device at any point of the flight, except obviously that yu must go into flight mode on phones etc. Ryanair however the same day had the same rules about take off and landing to turn stuff off. Has something changed, or is it just BA…

Different regulatory agencies. BA falls under the UK's, Ryanair under Ireland's.

The use of PEDs once in flight mode is permitted during take off and landing, headphones must be removed for take off/landing, the PED must be under 1KG, eg phone/tablet/e-reader, any other larger PED must be switched off and stowed.
