Chat Magazine banning Irish entries

Chat Magazine are claiming they have stopped Irish readers from entering their competitions because of a 'new code of practice introduced by RegTel'. Has anyone heard of this 'new code' or can link it to me? Thanks very much.

Maybe these new codes don't exist and Chat Magazine are simply using it to block Irish people from entering their competitions!
