i am looking to develop a website for a community based photo competition. The competition will involve people taking photos of their town and uploading them to a website. The photos can be seen by everybody during this time.

I could use facebook, but I want to be able to have complete control over the photos and comments that are passed on the website. Is there any app on a phone or website I could use to achieve my objectives??

You could easily use wordpress to set up a photo style website. It all depends on your budget and how long it will be running for etc

I would highly suggest using oxwall social network software, you have full customization control over what you want your user to do, and you can craft the site into what your asking for. It is free but will require some learning first, if you would like to know more about it private message me.
